Introduction of Connor’s Law
WASHINGTON — The Small Business Transportation Coalition (SBTC) has announced the successful introduction of CONNOR’S LAW into the U.S. House of Representatives, backed by Connor Dzion’s family and coalition partners through the efforts of Hon. Dave Taylor (R-Ohio) and others.
Significance of the Legislation

Background on Connor Dzion
The bill honors Connor Dzion, an 18-year-old college freshman who tragically lost his life in Florida in 2017 when a distracted truck driver, unable to comprehend English emergency warning signs that read “Slow Down… Accident Ahead,” crashed into his vehicle.

Key Provisions of the Bill
Upon approval by Congress and enactment by the President, this legislation will establish the long-standing 49 CFR 391.11 English Language Proficiency Regulation as federal law. It mandates that Commercial Motor Vehicle (CMV) operators requiring Commercial Driver’s Licenses (CDLs) must be proficient in the English language. Furthermore, it will empower law enforcement to ground non-English-speaking commercial driver’s who are unable to read highway signs and police warnings, in alignment with President Trump’s recent Executive Order and Secretary Duffy’s directive, emphasizing public safety.
