Changes are afoot in the enforcement of trucking industry regulations.

Maj. Erick McGuire from the Florida Highway Patrol highlighted this during a panel at the Truckload Carriers Association’s (TCA) annual convention in Orlando on March 3, 2026.

The panel, led by Dave Heller, the senior vice president of safety and government affairs for TCA, also featured Adrienne Gildea, deputy executive director of the Commercial Vehicle Safety Alliance (CVSA), and Andrew Poliakoff, executive director of the Commercial Vehicle Training Association (CVTA).

Over the past year, North America has experienced significant regulatory changes, from enforcing English language proficiency to restricting the issuance of Commercial Driver’s Licenses (CDLs) to non-domiciled drivers, curbing fraudulent training providers, and enhancing logging device regulations.

McGuire stated that the Florida Highway Patrol has played a pivotal role in enforcement, especially following a tragic 2025 accident involving a non-resident truck driver who lacked English proficiency and was illegally in the U.S.

“It’s not merely about dealing with regulations,” McGuire explained. “We need to consider implementation, training our personnel, and aligning with other jurisdictions.”

He noted that adapting enforcement policies hinges on technology as much as it does on evolving regulations. “We can’t simply hire more troopers; we must utilize technology to enhance road safety,” he added.
