Funding Threat for California, Washington, and New Mexico
Transportation Secretary Sean Duffy warned on Tuesday that California, Washington, and New Mexico stand to lose millions in federal funding if they do not enforce English language requirements for truck drivers. The statement follows an investigation about a fatal accident in Florida involving a foreign truck driver who made an illegal U-turn.
Investigation Findings
Duffy pointed out significant enforcement failures in these states regarding rules that went into effect in June, initiated by one of President Trump’s executive orders. According to Duffy, truck drivers should be disqualified if they are unable to demonstrate proficiency in English, and emphasized that the driver responsible for the crash that resulted in three fatalities should not have held a commercial driver’s license due to his immigration status.
Political Ramifications
The incident has intensified political tensions, with governors of California and Florida trading blame, while Duffy underscores the Trump administration’s immigration policies. “States don’t have the discretion to ignore federal safety regulations,” he stated, referencing the tragic accident as evidence of the dangers posed by non-enforcement.
Inspection Outcomes
California alone has conducted around 34,000 inspections since the new language standards were established, identifying at least one violation. However, only one driver was taken out of service for failing to meet English language standards, while 23 drivers with various other violations were allowed to continue driving.
Consequences for Non-compliance
Duffy noted that failure to enforce these language regulations could lead to losing funding from the Motor Carrier Safety Assistance Program within 30 days. The potential financial losses include $33 million for California, $10.5 million for Washington, and $7 million for New Mexico, though responses from the states regarding the proposed sanctions were not immediate.

The tragic accident involved truck driver Harjinder Singh, who committed an illegal U-turn on a highway. Singh is currently in custody facing charges of vehicular homicide and immigration violations, while a minivan collided with his trailer during the maneuver.

The public defender’s office in St. Lucie County is currently reviewing Singh’s case. They aim to address both the criminal charges and the implications of his immigration status. The situation has drawn considerable attention and has become entwined with political issues, according to the public defender, Diamond R. Litty. She stated, “Unfortunately, Mr. Singh has been caught in the crosshairs of politics.”
