Transportation Secretary Withholds Funds from California
Transportation Secretary Sean Duffy announced on Wednesday that he will be withholding $40 million from California due to the state’s failure to enforce English language requirements for truck drivers.
Investigation into Florida Crash
This decision follows an investigation triggered by a fatal crash in Florida, where a foreign truck driver made an illegal U-turn. The probe revealed that California has significant shortcomings in enforcing new regulations that were implemented in June under an executive order from President Donald Trump. Notably, California had granted the driver a commercial license despite the pre-existing English proficiency requirements.
Concerns Over Safety Standards
Truck drivers who cannot demonstrate English proficiency are supposed to be disqualified, and Duffy emphasized that the driver involved in the crash should not have been issued a commercial license due to his immigration status. This incident has escalated into a political issue, with California and Florida governors exchanging criticisms while Duffy underscores the administration’s immigration-focused agenda.
California’s Defense
In response to Duffy’s announcement, California defended its licensing practices, stating that the state’s commercial truck drivers have a lower crash rate compared to the national average. However, Duffy pointed out the results of approximately 34,000 inspections since the new language standards were introduced, highlighting a single instance where a driver was taken out of service for failing to meet English language requirements.
Funding Reinstatement Conditions
The Transportation Department has stated that California must implement regulations to enforce the English language rules and ensure that state inspectors test drivers’ English capabilities during roadside checks to reinstate funding. Additionally, Duffy has threatened to retract another $160 million due to the state’s handling of commercial driver licenses.
Fatal Incident and Legal Repercussions
The crash in Florida resulted in three fatalities when truck driver Harjinder Singh made an illegal U-turn, causing a minivan to collide with his vehicle. Singh, who was not injured, is currently held without bond on charges of vehicular homicide and immigration violations.
Ongoing Dispute Over Immigration Status
The case has drawn considerable scrutiny due to Singh’s immigration status. Following the crash, investigators revealed that Singh failed an English proficiency test. While Florida authorities have criticized California for issuing him a commercial license, California officials contend that he held a valid work permit. A video from New Mexico, showing Singh effectively communicating during a traffic stop, further complicates the narrative. Duffy, Trump, and Florida Gov. Ron DeSantis have continued to exchange criticisms with Newsom regarding the crash and Singh’s eligibility to drive a truck.
