Trucking Industry Leaders Address Challenges in Washington
On Tuesday in Washington, trucking industry executives presented their views to the Subcommittee on Surface Transportation, Freight, Pipelines, and Safety, highlighting several pressing issues facing the sector.
Examining Key Issues
U.S. Senator Todd Young (R-Ind.), who chairs the subcommittee, named the hearing “Shifting Gears: Issues Impacting the Trucking and Commercial Bus Industries in the U.S.” The discussion focused on the trucking and motorcoach sectors, emphasizing safety enhancement, reducing regulatory hurdles, and maintaining the long-term viability of these critical transport operators. Additionally, the hearing sought ways to implement meaningful regulatory and policy reforms, including reviewing Federal Motor Carrier Safety Administration (FMCSA) regulations, workforce difficulties, and compliance requirements ahead of the next surface transportation reauthorization.

Among those who shared their insights were Chris Spear, president and CEO of the American Trucking Associations (ATA); Lewie Pugh, executive vice president of the Owner-Operator Independent Driver Association (OOIDA); Sean O’Brien, general president of the International Brotherhood of Teamsters; and Fred Ferguson, president and CEO of the American Bus Association.
The Backbone of America
Spear stated, “The ATA has represented the trucking industry for over 90 years, a sector that employs 8.5 million hardworking individuals in the U.S.” He expressed appreciation for the attention to safety and pointed out that a modern, efficient transport network is vital not only for the economy but particularly for the 3.5 million truck drivers who rely on it. While the ATA supported the bipartisan infrastructure law that increased highway funding by 38%, he raised concerns about rising construction costs and bureaucratic red tape diminishing the effects of federal grants.
Future of Young Drivers
Discussion around the Safe Driver Apprenticeship Program, which permits qualified 18 to 20-year-olds to operate in interstate commerce, showcased how the trucking industry can attract younger talent. Spear advocated for creating pathways for younger individuals to enter the field, while Pugh described the program as a significant failure, attributing its lack of participation to unnecessary restrictions. He recommended a training model limiting newly qualified drivers to a 150-mile radius until they gain more experience.
Addressing Industry Challenges
Panel members expressed differing views on the issue of driver shortages, with Spear emphasizing the reality of a shortage amid rising pay. O’Brien highlighted the long-term retention rates among Teamster members due to better benefits and working conditions. An even greater consensus arose regarding insufficient safe and legal parking for truckers, with Spear noting the severe imbalance of parking availability compared to the number of truckers.
Navigating Future Opportunities
Although automation promises advancements in safety, O’Brien warned of its potential risks to jobs in the trucking industry. The discussions extended to critical issues such as drug testing, cargo theft, and the necessity for new legislations supporting the trucking industry’s future. Spear concluded by emphasizing the industry’s need for governmental cooperation to address these mounting challenges effectively.
