Congress’s New Infrastructure Initiative
Congress is deliberating a new infrastructure proposal known as the Build America 250 Bill. With a budget of $500 billion, it offers less funding compared to the $1.2 trillion Bipartisan Infrastructure Law from the Biden Administration, which it intends to follow up on. However, it promises notable improvements for truckers’ lifestyles.
Supporting Truck Drivers
This new bill prioritizes “supporting our nation’s truck drivers” through a “Trucker Dignity” Package. One key provision mandates that shippers and other customers allow drivers access to restrooms during loading or unloading periods. While this may seem like a basic expectation, some truckers have reported being denied restroom access by certain customers, highlighting the necessity of such a law. Additionally, ports would also be required to offer restrooms for drayage drivers.
Increased Truck Parking Funding
Another significant improvement for truckers is the proposed allocation of $150 million in annual competitive grants through 2031, totaling $750 million, aimed at enhancing truck parking facilities. Importantly, the bill prohibits charging drivers for using parking developed with these grants. This initiative is an update to Jason’s Law from 2012, which seeks to improve truck parking availability and is named after Jason Rivenburg, a driver who was tragically killed while parked at an unsafe location.
Addressing Exploitative Practices
Alongside these quality-of-life enhancements, the bill instructs the federal Department of Transportation to address predatory “rent-to-own” agreements that exploit drivers, keeping them mired in financial difficulties.
Potential Changes to Truck Regulations
There may also be upcoming changes concerning truck regulations. In a push for broader deregulation, EPA Administrator Lee Zeldin is advocating for the removal of restrictions on engine derating and shutdowns caused by low levels of diesel exhaust fluid, which is essential for reducing emissions. A new bill was introduced in November 2025 to provide leniency for these regulations during freezing temperatures, as diesel exhaust fluid can freeze at 12 degrees Fahrenheit.
Weighing Environmental Impacts
While the long-term effects of emissions rollbacks on air quality remain uncertain, guaranteeing free parking and restroom access appears to be straightforward benefits for supporting dedicated truckers.
