Unlocking Mastery in Federal Motor Carrier Regulations: New Certification Program

With the Department of Transportation under the Trump administration prioritizing regulatory compliance for motor carriers and drivers, ensuring that your trucking fleet’s safety professionals understand the Federal Motor Carrier Safety Regulations (FMCSRs) is essential.

J.J. Keller has introduced a training and certification program aimed at fleet professionals to help them master the FMCSRs.

Introducing the Certified Transportation Regulatory Expert (CTRE) Certification Program

The CTRE Certification Program offers comprehensive training intended to enhance participants’ effectiveness in bolstering trucking fleet compliance, while also safeguarding their truck drivers and assets.

Engaging Beyond Just Memorization

This program emphasizes practical application over rote memorization, involving participants in live drills, interactive lessons, tabletop exercises, and audit simulations to illustrate the practical application of FMCSRs in real-life situations.

The curriculum encompasses:

  • FMCSR Foundations: Understanding the structure and interpretation of regulations, DOT registration, insurance, and recordkeeping requirements.
  • Driver Qualification and Drug/Alcohol Testing: Compliant driver qualification files, Drug and Alcohol Testing Clearinghouse protocols, and preventing audit exposure.
  • Driving and Hours-of-Service Rules: Correct use of electronic logging devices, log audits, hours-of-service exceptions, and preventing falsifications.
  • Vehicle and Hazmat Compliance: Maintenance programs, driver vehicle inspection reports, cargo securement, and advanced safety technologies.
  • Enforcement and Audit Preparation: CSA scoring, safety ratings, and strategies for addressing Notices of Violations and Claims.

This five-day, in-person program takes place at J.J. Keller’s headquarters in Neenah, Wisconsin, featuring small-group instruction, access to compliance resources, continuous support, and updates to keep participants informed about regulatory changes.

Certification Validity and Recertification

The J.J. Keller CTRE Certification is valid for three years, with a remote exam option available for recertification.

Practical Approaches for Reducing Risks

Dustin Kufahl, vice president of consulting and training services at J.J. Keller, noted, “Fleet professionals face immense pressure to uphold compliance while managing operational demands. The CTRE Certification Program equips them with the tools, knowledge, and confidence needed not only to meet regulatory standards but to also thrive as leaders within their organizations.”

Kufahl further emphasized that “This certification serves as more than just a credential; it’s a career enhancer. Participants depart with actionable strategies to mitigate legal risks, enhance safety practices, and protect their fleets from expensive violations.”
