New Federal Entry-Level Driver Training Requirements
Starting February 7, 2022, new federal Entry-Level Driver Training (ELDT) regulations will take effect, creating a uniform standard nationwide for obtaining a commercial driver’s license (CDL). These updated ELDT rules will specifically apply to drivers who wish to:
- Obtain their CDL for the first time;
- Upgrade their existing CDL from Class B to Class A; or
- Acquire a new hazmat, passenger, or school bus endorsement.
In summary, the changes primarily affect new applicants, while current CDL holders will largely remain unaffected.
Background on ELDT Changes
This update has been anticipated for some time. The ELDT was initially mandated by Congress in 2012, but delays in rulemaking and technical issues at both state and federal levels have postponed its implementation. We do not expect any additional delays past the February 7 deadline.
What Will Change?
For organizations that already have established training programs, the overall changes will be minimal. Despite some misinformation circulating on social media, the process to receive a CDL will not significantly change. Applicants will still need to pass both a theory/knowledge test and a road/skills test.
Uniform Curriculum Nationwide
The main difference introduced by the new ELDT is that all training will follow the same curriculum across the country. According to the Federal Motor Carrier Safety Administration (FMCSA), approximately 85% of entry-level drivers already receive training that aligns with the new ELDT requirements.
No New Minimum Training Hours or Costs
There will be no mandatory minimum training hours or excessive costs imposed by the ELDT. Prospective drivers are not required to attend a truck driver training school and can receive their training from various sources, including educational institutions, motor carriers, rural cooperatives, school districts, joint labor-management programs, and CMV schools. Therefore, if a company conducts in-house training currently, they will continue to do so under the new ELDT rules.
Registration for Training Providers
The ELDT mandates that training providers register with the national Training Provider Registry. This will facilitate the process for prospective drivers to locate available training centers.
