Trucking Company Owner Faces Fraud Hearing After Husband’s Murder Conviction

Ongoing Legal Case Against Frances Hall

Over a year after her arrest for felony fraud, Frances Hall’s case is still progressing through the Texas court system.

Upcoming Pretrial Hearing

A pretrial hearing for Hall is set for August 30. Hall, who was found guilty of murdering her husband in 2016, now faces allegations of defrauding insurance companies.

Allegations of Fraud

Currently 60 years old, Hall is accused of submitting misleading payroll information for seven years to dodge over $9 million in insurance premium payments. She was a co-owner of the trucking business alongside her deceased husband, Bill Hall Jr., according to a statement from the Texas Department of Insurance (TDI).

Details of the Scheme

The TDI outlined that from 2009 to 2016, Frances Hall reportedly supplied inaccurate payroll data to Texas Mutual Insurance Company and concealed payroll reports. This manipulation was aimed at securing lower insurance premiums for their large gravel hauling operation, allowing the company and its owners to evade substantial premium payments.

Turning Herself In

In August 2022, Hall voluntarily surrendered to law enforcement. She is currently released on bond as the legal proceedings continue.
